Winlow-Mandell Constable Patrol Meeting Postponed

Dear Winlow Place, Mandell Place, and Cherryhurst Neighbors,

As you know, we have a Meet and Greet scheduled this Friday evening, January 8th, and we are forced to cancel it under the most regrettable of circumstances. Recent events make it impossible for us to hold this social activity and it will have to be reset for a future date. We appreciate your understanding and patience.

It is with a very heavy heart that we advise you that Tony Carroll, long-time Winlow Place resident, passed away on December 29th of a heart attack. Tony was bright, articulate, charismatic and energetic. He was a social worker-therapist, musician, opera lover, civic activist, Montrose fixture and a tremendous friend to all of us who knew him. He was also a founding member of the Constable Patrol and instrumental in getting it launched. He worked tirelessly, and in many ways, to make our neighborhood and city a better place. He will be greatly missed by all of us who knew him and he leaves his mark on many otherswho never even knew his name, let alone all of the things that he did to help his community and neighbors.

Our thoughts and prayers go out to his husband of twenty-two years, Bruce Smith. Plans for a memorial service are pending. Details on Tony’s life –a full life and one very well lived –are available here:

Best regards,

The Board Members

Public Meeting: Montrose TIRZ, Thursday, Nov. 12

Our City Councilwoman Ellen Cohen is hosting a Public Meeting regarding the proposed Montrose TIRZ.  Please come to the meeting to learn about the proposal and share your thoughts.

Thursday, November 12, 2015
6:30PM – 8PM

West Gray Metropolitan Multi-Service Center
1475 W. Gray St | 77019

From the Office of Ellen Cohen:

Dear Friend,

Over the past year, I have been pleased to meet with a multitude of neighborhood civic groups, local businesses, and faith organizations that represent the Montrose community to discuss the potential for a Tax Increment Reinvestment Zone (TIRZ) for Montrose. Together, we have crafted a proposal that will facilitate road repairs and other infrastructure improvements for this neighborhood without raising taxes.

To ensure the affected community has an opportunity to learn more about this proposal and how it will impact their neighborhoods, I will host a public meeting next week:

Thursday, November 12, 2015
6:30PM – 8PM

West Gray Metropolitan Multi-Service Center
1475 W. Gray St | 77019

This proposal is expected to appear on the Council agenda before the end of the year and your input is critical to inform my vote.

I hope to see you there!

Fellow Neighbors,
The deadline to sign contract with the Constable for special patrols in our neighborhood is quickly approaching. We are not quite there yet to meet the cost of this program. If you haven’t already done so and plan to participate, please register soon. Our Deadline is Sept 1.
For exact details on what benefits one can receive under this program, click this link:

Subscriber benefits:

  • First-responder for your alarm system, so no going through HPD
  • Direct contact phone number, so no need to go through a central dispatcher
  • Faster response time to calls (usually 1-2 minutes)
  • Vacation watch patrol service while you are on vacation
  • Home security inspections to find out vulnerabilities and improvements
  • Special programs, including classes and meetings, so that you can be proactive in enhancing your security and safety
  • Highly visible yard sign warning that the home is patrolled by the Constable

Benefits for the entire neighborhood:

  • Reliable security
  • Visibility of law enforcement to deter criminals before a crime is committed
  • Increase in property value and neighborhood desirability

The timeline:
The contract that the Mandell Winlow Security Foundation will sign with the Constable‘s Office must be signed in September, so we are in a huge time crunch. If you’re able/interested, please support the Mandell-Winlow Security Foundation and sign up today! The service, once a contract is signed, will be implemented January 2016. To ensure service at this date, the foundation must receive funds prior to the September cut-off.

Member and sponsor fees are listed below, but if at all possible please be as generous as possible, by doubling the required levels if you can. The security foundation has indicated that it is a non-profit organization, so your contributions will be tax deductible. They expect that over time the membership will grow and cost to the individual will decrease.

Sign up for the Constable‘s Patrol
You can pay online at or by clicking the button above. (Members – $395;  Sponsors – $500). For those under special circumstances, you will see options on the payment screen as well, and you may contact the security foundation by email at
